Yes, this is still the case. So long as Katarina registered her lycanthropy and presumably didn't meet too many super religious puradynes I could see her feeling very loyal to the city. Especially if she had ties to the University and its professors, working with them to seek a cure.
I'd say right now we definitely have more rebellion sympathizers. Though the government is powerful, on a character-to-character basis we're missing opportunities for valuable conflict between ideals.
On the front of need-to-know,
Navarre's pamphlets would definitely figure into your character's recent history. There is anti-magical, anti-anything not human sentiment floating around which could cause some deep thinking on the part of your character. Or, alternatively, a run-in with some of those very same "gardeners" could be the start of a thread with your character in it, with the purpose being for her to choose a side.
The only other thing I can think of is that Marn is mostly filled with Puradyne, so it is very likely your character would have had a few run-ins with people whose religious views would mark her out as anathema, but I don't think that would have ruled her time there. Especially if she forged connections with the University.
