How about having them meet for the first time during a Novruz celebration?
Soneya could have been roped into helping out at some drinks stall or something along those lines and Qamra purchases a drink (or whatever else they may be selling) and somehow the two of them are entangled in a conversation.
Then things can roll on from there?

Incredibly late in replying to this but don't worry about powerplay!
I trust in your abilities to know how to handle it :-)
Plus, Soneya is a typical character to be powerplayed, she is weak, she is young... feel free! Especially since she isn't making it very easy for Qamra to do anything with her at all.

Hmmm, I think we might be nearly done unless Soneya has something else in mind. Qamra's pretty well riled now, and aside from things getting ugly I'm not sure how much further we can push it. :3
