“Death brings us closest to God. Why, then, is it to be resisted?” – Grand Prophet Yancuican

Noituratan is an ancient city located in the depths of the ocean near Darleone. It is home to Worm Basilisk Noitura and his undead followers, who have mutated into fish-like abominations from centuries of exposure to Darleone’s powerful magic. Although most of Pal Tahrenor has been aware of a Worm Basilisk’s presence near Darleone since the writings of Gorian Snowmane, it has only recently learned the beast’s identity and discovered its civilization. It is quite a large city-state with an estimated population between 70,000 and 100,000.

All the information on Noituratan is derived from two sources: the first is an anonymous Noitu defector currently under the protection of Snowmane’s historical foundation; the second – and more substantial – is several volumes of Grand Prophet Yancuican’s writings, which the defector stole shortly before he fled.

Characters may enter Noituratan from the island embassy located above the city. This island, a magical construct composed of sea monster bones, coral, and algae, houses a teleportation waypoint that allows easy access to Noituratan. As this island is fairly close to Darleone, it can easily be reached by ship. Visitors to Noituratan are provided with underwater breathing and increased swimming speed by passing through the waypoint, though these abilities only persist while the individual is in Noituratan.

Basic Facts

Below are some essential facts about the Noitu:
  • All Noitu are undead and possess some fish-like qualities.
  • One becomes a Noitu by being converted by the Ministry of Arcana. This can be done if the person is alive or dead, but those converted while dead do not regain sapience.
  • All Noitu go through education and indoctrination after their conversion.
  • As Noitu are undead, they have limited immortality; they cannot die from natural causes such as old age.
  • Most Noitu have the ability to manipulate water to some extent.
  • Reproduction is impossible - children must be converted from the surface like any other person.
Here are some essential facts about Noituratan itself to bear in mind while roleplaying in the city:
  • It is a strict theocracy influenced by Tzalxochitlan culture. Blasphemy can land you in a lot of trouble, Noitu or not.
  • The Theocratia are always watching.
  • All buildings are submerged, but most interiors are not - magical runes and ley lines prevent water from flooding buildings.
I. Government

Noituratan’s government is a strict theocracy devoted to the worship of Piltzintlicoatl. Worm Basilisk Noitura is the leader, but he leaves most of the governing to his hierophant so he can pursue his own interests. Noituratan only accepts the undead as citizens, so needless to say only they may hold office.

Significant Figures

Worm Basilisk Noitura

Noitura is the supreme leader of Noituratan and the oldest, most powerful Worm Basilisk in existence. He once secretly reigned over Tzalxochitl through Yancuican and attempted to spread undead throughout the land, but was thwarted and exiled when his existence was uncovered. Ever since, he has remained hidden away beneath his underwater city.

Living in the presence of Darleone’s magic for centuries has mutated him into an eldritch being. His powers are so beyond those of other Worm Basilisks that many of his brethren no longer consider him one of their kind. Though the extent of his strength is unknown, he has demonstrated exceptional abilities such as maintaining thousands of undead and reshaping them into marine creatures. Noitura was expontentially weaker during his time in Tzalxochitl, and also went under a different name that has been lost to history.

Noitura has remained passive since leaving Tzalxochitl. Yancuican’s writings imply that he has little interest in Pal Tahrenor, but exactly what he’s been doing is uncertain. Only Yancuican and a select few prophets have seen him in person. Noitura only makes himself known to his city through vague pronouncements every few decades. Very rarely he will meet with citizens that have performed great deeds for Noituratan, but they are sworn to secrecy upon leaving.

His emblem – an upside-down humanoid wrapped in gauze with a mass of tentacles for a head – is the symbol of Noituratan itself.

Grand Prophet Yancuican

Yancuican is Worm Basilisk Noitura’s hierophant, the second-in-command of Noituratan, and the head of both the Noitu Council and the Ministry of Religion. He was once the leader of Tzalxochitl and the sole Great Prophet to be approved by the Ancient of Death. His appointment caught the attention of Worm Basilisk Noitura, who allied with him and made him his hierophant. His reign was one of the bloodiest in Tzalxochitl's history, and its people still remember it with disgust and shame. He was ousted after it was discovered that Worm Basilisk Noitura was controlling Tzalxochitl through him, and that the two planned on spreading undeath throughout the land.

Noituratan's citizens look on him much more favorably. They consider him a fair and intelligent, if somewhat xenophobic ruler. Now that his dream of an undead society has been realized through Noituratan, he has become devoted to his city's propsperity.

Noitu Council of Prophets

Title: Noitu Prophet

The Noitu Council is composed of ten prophets who report to Grand Prophet Yancuican and assist him in handling the city’s affairs. The prophets act as both religious and secular officials, and they lead five of Noituratan’s six government ministries in pairs. They also serve as Noituratan's legislative body and draft its laws, which are implemented as official doctrine with the Grand Prophet's approval. Worm Basilisk Noitura has the power to veto their laws and override decisions, but has only used this power twice in the city's history.

Prophets are appointed directly by Grand Prophet Yancuican and serve until they are either destroyed or removed from office.

Grand Prophet Yancuican does not discriminate in gender or race when appointing a prophet, provided the individual is undead and worships Piltzintlicoatl. Most incumbent prophets are male undeads from Yancuican’s original tribe.

Ministries

Although all prophets are equal in power on the council, each is designated as a senior or junior minister within the ministry pairs. They have roughly the same power, but the senior chair is the ministry’s official head.

----------Ministry of Religion----------

The Ministry of Religion is the second largest ministry in the city and essentially serves as Noituratan’s official church. It eradicates the presence of outside religions, punishes apostacy and heresy, and organizes public worship events. The Theocratia, the religious secret police, abducts and reconditions any unfit believers.

The Ministry of Defense is Noituratan’s war machine and by far the largest ministry. Although Noituratan has not yet waged war, it nevertheless maintains a well-trained army. Its special agents are the Noitu Cuauhtli, Noituratan’s generals who served under Yancuican in life.

Prophet Miquichti, its senior minister, is the city’s third-in-command.

The Ministry of Education is in many ways the backbone of Noituratan society. Its agents are called the Noitu Temachtiani, and they are tasked with re-educating recent converts – instructing them on their new jobs, informing them of the hierarchy and belief system, and so forth.

The Theocratia employs its own temachtiani that recondition problematic citizens.

The Ministry of Architecture is responsible for constructing Noituratan itself. It employs artists and engineers to design its grand buildings. The milchiu-dronai are its special worker drones who construct the ministry’s various buildings.

The Ministry of Arcana has the least information available. It obviously deals with magic – a significant part of Noituratan society – but Grand Prophet Yancuican’s writings pointedly avoid mentioning it. All that is known is that it is headed by Noitu Prophet Camaxtli, and that its agents give undead converts their fish-like qualities.

The Ministry of Culture deals with Noituratan’s artistic projects, such as plays and music. While significant, it is the smallest and least powerful ministry. Prophet Xochitli, its junior minister, is also the newest on the Noitu Council.

II. Religion

Beliefs

Noituratan’s religion focused entirely on the worship of Piltzintlicoatl, and its followers simply refer to him as God. It reveres the deceased Changer as the world’s most powerful god and strictly prohibits any other belief systems. Strangely, it is surprisingly tolerant of other faiths and acknowledges that other gods exist. Also, it does not seek to convert anyone outside of Noituratan, even though it considers other religions heresy.

It believes that Piltzintlicoatl survived through undeath, but is currently in hiding regaining his strength. Although it does not believe in an afterlife, it asserts that Piltzintlicoatl left behind Noitura to grant his followers a form of “immortality” through undeath.

Worm Basilisk Noitura is considered Piltzintlicoatl’s representative, and all his words are divinely inspired. Noitura is inerrant in all matters of faith and society. The Noitu defector suggests that the worship of Pitzintlicoatl may be secondary to the worship of Noitura, who seems to have structured the entire city as a personality cult.

Grand Prophet Yancuican is essentially the head of the religion. He relays Noitura’s proclamations to his followers and makes rulings on lesser doctrinal matters. Yancuican is said to have a “lesser” form of inerrancy in that he is correct on all matters unless corrected by Noitura himself.

The religion is centered around the Noituratan Temple, but there are other smaller temples throughout the city where the faithful may worship. Unsurprisingly, attendance is mandatory.

Hierarchy

The Noituratan Temple’s hierarchy follows the same structure as its government, but it also employs clergy:

· Noitu Acolytes – the basic clergy
· Temple Prophet – Each temple is led by three prophets who function as local community leaders

The average citizen is expected to contribute to his or her faith community, either at a local temple or the main Noituratan Temple. The Theocratia closely monitors temple attendance, as well as attendance at special faith events.

III. City Layout and Architecture

Noituratan’s architecture draws heavily from Tzalxochitl, but some notable differences have developed due to the city’s environment and its people’s desire to establish their own identity. The city mainly consists of large, multilayered temples, intricate apartment-like complexes, and winding stone spires. Many of these constructs are built into the surrounding landscape.

Because Noituratan is located at the ocean floor, it is illuminated by golden ley lines that run throughout the city. Magical runes also prevent water from entering buildings to allow for easier movement for Noituratan citizens, although some areas are intentionally submerged. The Noitu defector stated that he does not know the source of this magical power.

Surface Entry

---------- Noitura's Embrace ----------

Noitura's Embrace is an artificial island located on the waters directly above Noituratan itself. In preparation for surface world contact, Grand Prophet Yancuican ordered the Ministries of Architecture and Arcana to construct an embassy that would allow surface dwellers easy access to the city. The island itself is composed of sea creature bones, coral, and other materials gathered from the ocean's depths. It is also to function as a trade hub in the future, though Noituratan has yet to begin trade with any other civilizations.

The island itself may be reached by ship.

City Layout

Noituratan is separated into ten districts. This section will offer brief descriptions of these districts, as well as points of interest.

---------- Walk of the Noitu ----------

The Walk of the Noitu is a massive bridge that spans an undersea canyon just outside of Noituratan. It leads directly into the city proper and is monitored by the Noitu army, which has established numerous checkpoints along the bridge.

Noitu capable of swimming are expected to walk the bridge when entering and exiting the city so they do not bypass checkpoints. All offenders are arrested on sight.

---------- Grand Prophet’s Square (1) ----------

The Grand Prophet’s square is where one first arrives when entering the city, and is easily one of the most impressive districts. It is filled with tall buildings and shops, and its center is decorated with statues of various Noitu creatures. It contains a public park filled with seaweed, coral, and algae.

---------- Noituratan Temple ----------

The Noituratan Temple is located at the heart of the city. It is the center of religious affairs and the residence of Grand Prophet Yancuican and the Noitu Prophet Council. It is a large, intricate tower surrounded by three smaller towers. The second largest structure in the city, it is divided into six parts:

· Entrance Hall / Main Worship Center (Central Tower Base)
· Noitu Prophet Residences / Council Chamber (Central Tower / Middle)
· Grand Prophet Yancuican’s throne room (Central Tower / Upper)
· Grand Library (Eastern Tower)
· Courtrooms (Western Tower)
· Private Worship Chambers (Northern Tower)

The central tower is 50 stories, and each of the flanking towers are 10 stories. All the towers are connected by bridges for the benefit of non-swimming citizens.

-----Eastern and Western Residential Districts (2-7)-----

These districts are where the Noitu themselves reside. Each is composed primarily of apartment-like complexes, though more influential Noitu may have homes to themselves. Each district has its own temple staffed by acolytes and lesser prophets. Each side of the city has three residential districts.

----------Military District (8)----------

The Military District is located in the northeastern part of the city. It is where Noituratan’s defenders are armed and trained, as well as where its military leaders meet to discuss strategy.

----------Education District (9)----------


The Education District is located in the northwestern part of the city. All undead converts and problematic citizens are indoctrinated here. The indoctrination chambers are located underground.

----------Government District (10)----------

Located behind the Noituratan Temple, this district is home to Noituratan’s government ministry towers. Each ministry tower’s upper half is open to the public, while the lower halves – located below ground – are submerged and accessible only by ministry personnel.

---------- Path of the Worm Serpent ----------

This bridge leads to the Throne of the Worm Serpent, Worm Basilisk Noitura’s palace. It is an exact replica of the Walk of the Noitu, except it is monitored even more closely.

---------- Throne of the Worm Serpent ----------

The Throne of the Worm Serpent is by far the largest structure in Noituratan and the city’s crown jewel. Noituratan’s greatest artistic minds came together to construct this architectural wonder. The palace itself is around the same height as the Noituratan Temple, but nearly twice the width. It is decorated with elaborate carvings and filled with statues and artwork. Only the most influential Noitu are allowed to come here and offer tribute.

The Noitu defector revealed to Snowmane’s foundation that this palace is mostly for show, and that Worm Basilisk Noitura resides deeper…

Grand Prophet Yancuican’s writings describe Worm Basilisk Noitura’s lair as far different than any other structure in Noituratan. Though Yancuican doesn’t go into much detail, his frequent use of the words dark, fleshy, and maze-like are disconcerting. At the heart of the labyrinth is the Cradle of the Worm Serpent, Worm Basilisk Noitura’s magical sanctum where he meets with Yancuican and guests.

Worm Basilisk Noitura’s labyrinth is believed to extend miles beneath the surface, and part of it is filled with water. The cradle’s location is unknown.

IV. Culture

The Noitu possess a rich cultural heritage, which may surprise many living on the surface. The Ministry of Culture works tirelessly to maintain an identity for the city through various events and public works, and together with the Ministry of Education instills the city's values into its citizens. Noituratan is home to numerous theaters, musems, and art shows that celebrate the Noitu history and identity. There are also comedy shows, though the Theocratia monitors their content and “disappears” those who disrespect Yancuican or Worm Basilisk Noitura. Most of its culture incorporates elements from Darleone and Tzalxochitl, though these aspects are considerably dated due to Noituratan's lack of contact with the surface world.

The Ministry of Culture is also tasked with researching the surface, though until recently this responsibility has been mostly overlooked. The ministry employs Noitu that were recently converted from the surface to serve as linguistic and cultural advisers. Their perspectives, while limited, have been useful in forming a decent understanding of the surface and its peoples.

In preparation for the upcoming diplomatic mission to the surface, Grand Prophet Yancuican has instructed the Ministry of Culture to create various “edutainment” programs for potential visitors, hoping to generate an interest in Noitu culture and project a positive image for the city. The ministry's linguists are working to make these programs as accessible as possible to the civlizations they plan to reach out to.

Economy

A subdivision of the Ministry of Culture handles the city's financial matters. Each citizen receives a token that may be redeemed for various goods and services once a week at government establishments. Once the token has been used, a Ministry of Arcana official marks it with a magical imprint that shows it is no longer valid. This imprint fades once the week passes. Middle and high class Noitu have special tokens that allow them access to better quality goods. In preparation for tourists, the Ministry of Culture is preparing special visitor vouchers that can be redeemed for goods tailored to surface dwellers.

Stories and Folklore

The Noitu defector was not able to go into great detail into Noituratan folklore, but he mentioned that the Noitu are a story-driven people.

Some works he mentioned are:
  • A popular romantic tale of a Noitu peasant girl falling in love with a fisherman from the surface. It ends with him becoming a Noitu after a fishing accident so the two can be together.
  • A series of morality plays aimed at children. They center around Grand Prophet Yancuican, who has to get his dim-witted nephew out of all sorts of trouble. The endings always emphasize a certain aspect of Noitu dogma.
  • A contemporary comedy play with a title loosely translated as “Honey, Our Son is an Oyster!” The Noitu defector mentioned it received mixed reviews and offended numerous shell-inhabiting Noitu, though he personally enjoyed its subversive humor.
Ambassadorship and Surface Outreach

The Ministry of Culture has recently employed numerous ambassadors for Noituratan's upcoming contact with the surface. These individuals have been taught the language and culture of the civilizations they wlll be contacting, and each has several assistants meant to ensure the ambassadors do not make any social missteps. Each ambassador receives a handbook with various do's and don'ts for their upcoming mission.

Prophet Xochitli will be leading the first diplomatic mission to Darleone, and will then likely visit parts of Eyropa.

Grand Prophet Yancuican is overseeing an outreach program through the Ministry of Culture. Details are scarce, but the defector stated that Prophet Xochitli is developing a “vacation package” that will involve citizens from surface nations spending a week in Noituratan. These individuals will stay at the Noituratan Temple and enjoy all the sights and festivities the city can offer, then have dinner with the Grand Prophet himself at the end of their visit.

The Ministries of Culture and Theology are also working together to develop missionary programs, though these will be implemented carefully and only with the approval of the surface civilizations.

V. Daily Life

Joining Society

The Noitu begin to formally enter their society through mandatory education at the local school. Ministry of Education officials assess their intelligence and physical capabilities, and then assigns them a suitable profession. Various factors such as the individual’s personal and familial connections also play into the profession assignment.

There is no set graduation date. When a Noitu’s assigned instructor deems that he or she is able to join society, a Ministry of Education official administers a final exam; if the Noitu passes, he or she is assigned to a business or government office in need of their abilities. Children are more complicated: As they cannot physically age once they enter undeath, their instructors assess their mental maturation until they are competent enough to enter professional training. Noitu children remain in basic general education classes until then. If a Noitu adult struggles during training, the school may elect to place them in adult-oriented versions of these core classes before resuming their professional education.

Career

A Noitu’s career is the foundation of his or her identity. Though there are exceptions, most Noitu remain in their jobs forever. Retirement is not an option, and promotions and reassignments are rare. Noitu are synonymous with their jobs, and if they do them poorly society views them as mediocre individuals. Underachievers are not formally fired, but they have a habit of vanishing after a visit from the Theocratia.

There are no independent businesses in Noituratan; the government controls every single establishment in the city. Of course, this does not mean work is exclusively government-oriented. A Noitu can work as a chef or a tailor, for example, but they would still be answering to a government official. Each establishment is headed by a representative from the most relevant ministry who ensures that everything runs smoothly.

Promotions are possible. If a Noitu performs an exceptional service for the city or shows outstanding talent, he or she may be rewarded with a better position. At least one of the prophets rose to his position from a menial job, so hard work and dedication can pay off.

Entertainment and Activities

Noituratan offers little entertainment for its citizens, and the government has a hand in all of it. Plays are the most common pastime for the Noitu, though art showings and operas are also popular. Books, usually composed of seaweed and octopus ink, are also popular. While citizens have the freedom to produce whatever projects they wish, their works must be approved by the Ministry of Culture before being displayed publicly. The Ministry of Culture itself often churns out books and plays, though these usually amount to thinly-veiled propaganda. Some Noitu experimented with comedy shows over the past few decades, but many failed due to government interference.

Religious worship is central to Noitu life. Though it is not mandatory, Noitu are expected to actively participate at their temples. The temples are often major social scenes in Noituratan, hosting special events such as fundraisers, banquets, and scripture readings for charitable causes. Attending religious services, however, is mandatory, and the Theocratia will not hesitate to punish Noitu who neglect their spiritual duties.

Family

Noituratan’s family structure is similar to the surface’s in some respects, but there is one major difference – children are rare. The Noitu cannot reproduce on their own, so any children must be converted from the surface. Most of these children are converted with their families. An adoption program exists to assist Noitu children that are converted without a parent or guardian.

As reproduction is an impossibility for the Noitu, most of their familial bonds are not biological. A Noitu’s parents might just be mentors they bonded with after their conversion, and their siblings close friends they made over the years. It is quite common for Noitu to come together in artificial family units for companionship and stability.

Like surface dwellers, the Noitu value their elders. Though Noitu do not become decrepit or elderly due to their undead nature, those of advanced age like Grand Prophet Yancuican are highly respected. Disrespect to an elder is considered a major social taboo.

Noitu may also marry. These ceremonies are both civil and religious, and they are always conducted at the local temple. The Noitu are surprisingly progressive in regards to marriage – they formally recognize same-sex unions, and they also respect those who wish to remain single. Reproduction’s lack of a role in Noituratan’s society likely contributes to this modern outlook.

VI. History

I. The Changers’ War

Worm Basilisk Noitura, the creator and leader of the Noitu, once served Piltzintlicoatl under a different name. There are numerous records of various past Worm Basilisks in Tzalxochitl, but researchers have not been able to connect one to Noitura. As a result his original role in Tzalxochitl’s society remains unknown.

Yancuican’s writings suggest that Noitura did not play an active role in the Changers’ War. Interestingly, he asserts that Piltzintlicoatl and Noitura were especially close, and that Noitura was present for emotional support when Piltzintlicoatl died. While some researchers at the Snowmane Foundation suspect this claim may be propaganda, they cannot disprove it. Worm Basilisk Xiuhcoatl’s dialogues with Snowmane do not reference such a relationship.

Noitura fell into obscurity with the rest of the Worm Basilisks following Piltzintlicoatl’s death. Unlike many of his brethren, he secretly remained in Tzalxochitl, hidden deep in a submerged cave system near the southwestern shorline. Several legends in villages surrounding his lair mention entranced men and women wandering into the sea, which suggests that Noitura was developing early forms of Noitu.

II. The Prophet of Death

Within a few centuries following the Changers’ War, Yancuican arose as the Great Prophet of Tzalxochitl. He was the first Great Prophet to merge with the Guardian of Death, which the people of Tzalxochitl saw as an omen. But Yancuican proved himself a wise leader and eventually won over his people. Instead of being a harbinger of death, he brought about a new respect for the deceased and revolutionized end-of-life care for the elderly and terminally ill. Yancuican’s stated mission was to teach his people to be more comfortable with death so they could focus more on life.

Noitura, who had been closely observing Yancuican after learning of his fusion with the Guardian of Death, secretly approached him for an alliance. What exactly transpired between the two is unknown, but Yancuican agreed to become Noitura’s puppet ruler. Yancuican’s ruling style changed dramatically near the beginning of his fifth year, so the meeting took place around then.

Noitura used Yancuican to spread his philosophy of undeath throughout Tzalxochitl. But despite his efforts, the vast majority of Tzalxochitl resisted. Many lost respect for Yancuican as he continued to push the issue. As Yancuican continued to campaign for undeath, some of his closest advisers and allies became aware of Noitura’s existence and joined the conspiracy. Eventually a good portion of Tzalxochitl’s upper echelons aligned itself with Noitura.

Eventually, Yancuican developed a plan: He would convert nearly one thousand “volunteers” – actually chosen by Noitura – into undeath, then scatter them among the tribes in order to show Tzalxochitl how normal and healthy undeath could be. These individuals were elevated to celebrity status in order to highlight them among the common people. After a decade he would put the issue to popular vote, and if Tzalxochitl still rejected undeath he would supposedly drop the issue permanently – a claim many researchers doubt.

Public opinion began to turn in Yancuican’s favor as a result of his scheme, but the vote never came to pass. Exactly how is uncertain, but Noitura’s role as Yancuican’s puppetmaster leaked to the public, resulting in a civil war. Researchers suggest that some of Yancuican’s supporters may have defected and revealed the secret, or that one of the other Worm Basilisks pieced together Noitura’s involvement.

III. Birth of Noituratan

The tribes united against Yancuican and his followers in a civil war that lasted roughly a year. Despite the war’s short length, it remains one of the bloodiest conflicts in Tzalxochitl’s history. Tzalxochitl’s armed forces abandoned Yancuican en masse to fight for their tribes, and Yancuican’s supporters all converted to undeath to fight for their master.

Worm Basilisk Noitura knew that converting Tzalxochitl was no longer an option. Even if Yancuican put down the rebellion, Tzalxochitl would never accept undeath – people were killing their own wounded and incinerating their bodies to spare them such a fate. Yancuican’s writings state that Noitura resolved to abandon Tzalxochitl shortly after the war began, which begs the question why he chose to fight for so long. Yancuican does not elaborate, but the sheer brutality of Noitura’s campaign – and the fact that he seemed to specifically target civillains – suggests revenge.

The civil war ended with Worm Basilisk Noitura’s only recorded public appearance. Accompanied by Yancuican and his supporters, he carved a path to the sea from Tzalxochitl’s capital, destroying all in his path. His rampage resulted in the annihilation of several villages. Tzalxochitlan artwork goes into great detail on what happened to the villagers. Noitura’s presence twisted them beyond recognition, boiling their eyeballs and tongues, hollowing out their insides, and stretching their bodies to impossible lengths. Their skin turned gray, and their veins became black and more pronounced. Most shockingly, they all survived this transformation. Tzalxochitl’s warriors euthanized them and destroyed the bodies.

Noitura and his followers sank deep into the sea, never to return to Tzalxochitl. He soon settled in the ocean near Theogios' Causeway. Here, Yancuican founded a new civilization out of Noitura's supporters and named it Noituratan.
