Description:
Time in the barn -- as the clerks and aides are apt to call the civic court -- has aged Jevan. Though he sports a rightly dignified air, he could never be mistaken as handsome. Perhaps, in his long distant youth, he might have been pleasant; truth be told, age has done him the favor of adding gravitas to his appearance. Before, he could only have hoped for plain, ugly at the worst.
Jevan's ears stick out. His nose is overly large, his lips too feminine. His hair, while neatly coiffed through numerous pains, is too difficult to adhere to any notable fashions. His eyes are an unremarkable muddy brown. His skin is marked by childhood chicken pox. The only saving grace is the paunch wealth and a steady (albeit seated) job have afforded him.
He wears clothing that follow timeless styles rather than cutting-edge fashion. Notably vests, trousers, and no-frills cravats, coupled with leather suspenders, a pale wing-collar shirt, and (weather permitting) an overcoat.
Possessions:
A modest home in the residential district, a split building in which he and his family have taken the upper floor. It is a grand place, a three-storey building with a rich history. It has been taken excellent care of, and boasts a lovely view of the city.
Modest wealth, and all the accoutrements of a man well-used to the lifestyle of the upper-class.
His wife collects horns, particularly french horns and trumpets. They have a room reserved for these antique and (painfully) pricy instruments. The only reason Jevan has not had the lot of them sold is that Dedenia loves to play them, and she is good at it. She plays the french horn in the city's volunteer orchestra, sitting in a respectable third chair.

Experience & Ambition
With nearly twenty years on the job, Jevan has worked under three magistrates: he started under the Industrial District's magistrate before moving to the Residential District's magistrate. He now works under Ryoko. He has a thorough grasp of both the social politics within the Ministry of Civil Obedience as well as the correct procedures throughout the Ministry. He has spent at least a decade of his time there studying the ins and outs of the Ministry of Civil Obedience and how it intersects with other government programs (such as the Guard) as well as other ministries.
He intends to become Minister or Senior Civil Magistrate some day, an ambition often frustrated by his too-useful state as an aide.
Public Figure
Jevan is well known. Jevan has made much effort to be both known and inoffensive. While this has seen fit to keep him from making strong allies, he has also avoided making enemies. He has a reputation for being sharp of mind, and knowledgeable. He has a reputation for problem solving. He has a reputation for thoroughness and completence.
What he lacks, then, is a reputation for ambition. Despite his intentions, the very mellow front he puts forth inadvertently keeps most opportunities from knocking.
Stable Family Life
Jevan has both wife and children. They are stable. He loves his wife and children, and they love him. They are moderately wealthy, and educated. His children have bright futures ahead of them, and his wife is the Director of Public Relations within the Ministry of Culture's Orchestra division.

Hard to Come By
A good assistant, a good aide, or a good secretary are things that aren't necessary rare. One of Jevan's temperament, however, is less than common. He spends more of his time perfecting his job skills then he does playing the political game. It is his belief that he needs to be perfect in order to ascend the ranks, and so rather than building his case with those who actually could make it so, he spends his time doing things that only assure those with power that he is exactly where he needs to be.
Non-confrontational
The crux of his political problems: Jevan hates confrontation. He is a bit of a passive mouse when it comes to the devil's deals in politics, and his unwillingness to play the game will likely be what keeps him from ever becoming anything more than what he is.
Stubborn & Stuck in His Ways
Jevan's personality, it could be said, was cemented in his early twenties. He is certain that he knows how the world works, and tends to be dismissive of newer ways of doing things. He can be condescending towards younger people, and can be quite cold towards those he felt received positions from anything other than capability. As a result he hurts himself more than helps, bypassing relationships that would, in the long run, help him.
Additionally, though he is a good worker, he does not value or appreciate his current position. He does not see the influence he currently holds, nor the weight his word carries within his ministry. He is a man who, despite his knowledge and age, is naive when it comes to politics.

History:
Born to one of the more prominent branches of the Mornir family, much was expected from Jevan as a child, as with his brother Deys. They were socially well-adjusted, bright children who did well in school, though they weren't the best by any means. Though they could be said to be rambunctious in the way of boys, they were not troublemakers. Both were, as a whole, a credit to their family and to their good breeding. They were unremarkable in any other respects, having no traits for which they might stand above their peers. However, despite lacking in those traits, they were both liked among their peers, as such went: they followed the trends, rather than made them, and spent their youth in relative peace.
Jevan, being the elder of the two, was the first to graduate from the University at age 22. He was immediately placed by merit and his father's connections into the Ministry of Education. Though Jevan had studied the liberal arts, with a minor focus in public administration, at University in preparation for a career within the education sphere, he only spent two years within that ministry before realizing that it did not suit his tastes. Jevan was not particularly interested in education, despite the tradition of his family, and so he requested a transfer. He was interested in civic justice, and after several months worth of arguing with his father and grandmother (she holding iron control over her descendants, being one of the more influential members of the Mornir family), he was transferred to a painfully junior position in the Ministry of Civil Obedience.
During this time, while working in the Ministry of Education he had met a young woman by the name of Dedenia Elys from a well-respected if rather unimportant synevive family. They had known each other in University. She worked in the Ministry of Culture's Orchestral division doing outreach, and had cause to go into the Education building to collaborate on musical programs in the primary school and University. Though Jevan was not directly involved with her, they made time for each other. They'd a somewhat cool relationship during their time as students, but things had changed. Their romance was a whirlwind. In part, it was his marriage to Dedenia at age 23, and his first child at age 24, that convinced his grandmother that he was serious about his future.
At age 27 Jevan completed his studies in criminal justice. He was promoted to the aide of the Industrial District's magistrate after proving himself, and set about doing whatever it took to prepare for further advancements. He had three children by then, and he was wholly determined to make their life better than his own had been, though his had not been particularly difficult or lacking. He wanted to be someone they could be proud of. Dedenia was advancing through the Ministry of Culture, too, having success with her various projects with musical advancement. She was slowed by the need to care for their children, but she did as much work as she could from home once their third and youngest was past infancy.
Jevan was switched to the more prominent Residential District at age 34; by then Dedenia had been Vice-Director of Public Relations for a year. Jevan was happy for her, of course, but also deeply jealous. He had worked as hard as she. He had put as much time into his chosen career as she had. It was true that placements into Civil Obedience were more competitive than that in Culture, but even so there was talk of Dedenia becoming Administrator over the Orchestral Division, potentially leading to an appointment of Chief Administrator over Cultural Arts in its entirety -- orchestral, arts, and theater. There was no such talk about him.
Though there were tense moments in their marriage, it did not negatively affect their relationship for long. Dedenia was sympathetic and helpful. Even when he didn't like it, she would drag him to society events so that he might impress those whose opinions mattered. It wasn't easy for him, it wasn't easy for her, but she wouldn't give up on him. And when the stress from the rut he was in career-wise became too much for him, he turned to his beloved children. He spent time with them, coddled and spoiled them, and asked after their hobbies and schoolwork. He hired tutors when necessary, sparing no expense, and did the best he could to be a good husband and father.
Still, when Ryoko was appointed to the position of Residential District Magistrate ahead of him, he was infuriated. He knew of her, of course; she stuck to Luc like a burr, but he never would have expected her meteorical rise. It was a slap in the face.
Jevan is not an angry man by any means. He is not cruel, or petty. Still, it hurt his pride and crushed his hopes, and he is, at heart, wholly human. He does his job as he always has done, being chief aide to Ryoko, but he does not go out of his way to make it easy on her. He does not share the intricacies he has learned over his long years, and he does not correct mistakes that he sees that she does not ask him to. Their relationship is strained, at best, and cooly conducted. He is polite to her, but no more than that.
Whether or not he can overcome his struggle for the sake of honor and treat her as an equal, only time can tell. He is tempted to betray her, to construct her downfall and take the place that rightfully should have been his. He isn't a bad man.
